The answer is so prosaic. You’ve heard that repeating something helps it penetrate, right? For a week people have been explaining to him that his impulse was destructive to his image. He finally accepted it. And no doubt Pelosi told him that the House would introduce a standalone bill that he could get all upstage about whether the Republicans in the Senate passed it or not.

Congress labored for 6 months? lololololol. I wonder how many 'recesses' they took while people were having to line up for free food and go into debt to their landlords. I wonder how many games of golf they played. I wonder how many interns they treated like dirt. I wonder how many expensive presents for their mistress they bought in this time. Congress is a bunch of clueless, slimy, self serving jerks. They couldn't do a whole day of hard work if their lives depended on it, much less labor for 6 months.
