No because most of us have no life or friends and this is our only social outlet and way to cope with our mental health problems and life frustrations, or concerns.
Or even just to enjoy this site like polls, movies, or fast food, recipes, beer section, or sports.
They should not allow anyone to have more than two accounts or even more than 1 on yahoo. The problem is if they regulate that, then no one would be allowed to come back once suspended.
Some users get suspended over trivial reasons.

It should ban harassers, not let them ask questions as it is against the law to ask those questions and then be able to ask more.

Any question or answer that is a violation should be reported so that it might be removed. No, there is no reason to shut down the site because some users violate CGs or TOS. The "comment" feature was widely misused for chat and for users to try to post answers in questions where the OP had them blocked. On top of that, rampant abuse by users insulting others was common. There was just not enough benefit to the feature, and it added no value to the database. On top of that, all comments were often removed after a certain period of time (even the useful ones).

None of us know whether "amount of hate" was a consideration.
But like Daniel said, without the option to post answers, this site would not exist

Answers Already are Removed if they are in Violation of the Yahoo Answers Community Guidelines
But they cant Take out the Option to Answer the Question that would Defeat the whole purpose of being able to Ask a Question
