Because the surviving documents time his birth to when Libra was rising. Wilhelm Wulf, who had access to the documents put the time at 6:30 PM and Astro_Databank rates the 6:30 PM time "AA Birth Record in hand."
Libra is a cardinal Masculine Air sign. It is not the goody-two-shoes poetry lover the Sun sign books make it out to be. Scorpio is more reactive that proactive. Hitler was nothing, if he wasn't proactive. Venus, is his ASC ruler and despite being the only planet in his chart with any essential dignity, it is the most seriously debilitated ASC ruler I've ever seen. She is retrograde, conjunct Mars in detriment and both are square Saturn in detriment with Saturn, exaltation ruler at the top of the chart. It's as good a chart for short lived glory as you'll find.
Unless and until someone comes up with solid documentation of a later birth time, it's Libra on the ASC for him. And it fits
