The answer is A. It does not matter which direction he is FACING, he has a certain speed, which it would be perverse if not stupid to assign a negative value to. Do you also measure the distance which he covers a minus distance ?
In fact, it is a silly way to put the question. "Velocity" usually means that the direction of motion is important. There is presumably only one direction called "backwards" when running. So if you want to ask about "velocity" specify which direction you want to call positive. Same with the distance run. Do you call it negative distance just because the idiot is running backwards? Stupid question.
