Is it legal for a construction company to buy their own photo radar camera, set it up at their work zone, and send speed violators fines by mail without it being linked to having a police officer on site or does the information of the violator need to be sent to the police department and the police department sends out the fine?

They are in public, so it's completely legal for them to have a camera at their work zone. However, construction workers have no legal authority, so they cannot write or send tickets. They can, however, send videos taken of speeding vehicles (or vehicles committing other driving infractions). This does not necessarily mean that person will or will not receive a fine, as it would have to be investigated and there would need to be reasonable evidence that what they are saying occurred did happen.
They can have cameras for safety purposes and impose fines accordingly. Violators can be terminated but their licenses cannot be taken away and information cannot be reported to the DMV or any insurance companies. If there is an accident it must be reported to the police. You should start organizing a union, if you had one this would not happen.
