Nope, my point is that either one-in-three or one-in-four Americans make 100% of the laws and government spending decisions, while nearly half of U.S. voters don't support EITHER lock-step party.

So, about half the voters (the independents) decide, is that your point?  Isn't this how pretty well all choice-based systems work, even like the "free" market?  Some people are for Coke, some for Pepsi, but the real profit comes from getting the undecideds to buy the product.

There will always be a core group for any declared side, that will stick by that side through almost anything.  If that is all they ever have, they will never be on top.
