In my county, the parties set up refreshment tents in the parking lot, the required number of feet AWAY from the entrance of the polling place.

Nope. You have no idea what Jim Crow laws are, do you? Not serving drinks or food to voters in line is a way to stop vote buying and pandering but has nothing to do with race. In fact, not being allowed to give food or other rewards to people in voting lines for the purpose of swaying their vote is against federal election laws.
When liberals do it they claim humanitarian reasons but the results they're hoping for are the same. Buying votes. YOU CAN'T BUY VOTES WITH FOOD OR OTHERWISE REWARD PEOPLE FOR VOTING! Sorry.

@Candylover: He's talking about handing out (water, especially) to people standing in line to vote, as since there are fewer and fewer voting places (care to blame that on liberals?), and the lines to vote have gone from basically about 10 people to literally going around the block, and people standing in lines for HOURS.
