Should I complain about employees at Subway closing an hour early?

I went to Subway yesterday and the sign of the business hours said Subway was open until 9:00 P.M. I go there at 8:00 P.M. and the door was locked even though the sign said it was open until 9:00. I just saw employees standing around in there on their phones and slacking off. They weren't working or weren't cleaning but had the door locked. I even knocked on the door and they ignored me. One employee even used her body language to tell me the closed symbol. I wanted to ask them why they closed so early when they should have been open until 9:00.

Would this be a legitimate complaint if I complained to the owner about this?

You could always ask the owner and you'd probably be told that owing to pandemic strain on all restaurants and staffs that they're currently having to operate at different hours. Life just isn't normal right now so you can't expect things to be as they were before the various shutdowns and unemployment payouts made it very difficult for restaurants to operate.

Stores are closing 1 hour early due to covid. The Best Buy I go to closes at 7 pm because of covid.

It could also be closing earlier because of a curfew.
