No. If they were slaves you would have to provide health care, food, and housing. If you just hire them for minimum wage you can get the labor much cheaper.

Except that they wouldn't be homeless if they had any job skills and could hold down a job. That makes it a lose-lose.

Of course not. They need assistance and programs that isn't based on being cruel.
Many are on the streets to begin with because they have untreated mental illness and they aren't even capable of keeping a roof over their head let alone employment. A mentally ill person is not going to be motivated the way you think you would be in that situation.

In China not working is a crime. If you don't work the Government puts you to work one way or another.
In the 1970's the concept of workfare was suggested as a replacement for welfare. It never happened.
Slavery is WRONG! If you have no skills then learn some.
