No.  The CONTEXT determines the meaning.  Simply because you and I are not "rulers and judges" and therefore do not qualify as per your suggestion.  The CONTEXT is Psalm 82, where rulers and judges were gathered before the Great King and were answerable for their administration of justice, and that is not you or me.

“gods” refers to magistrates, judges, and other people who hold positions of authority and rule.
