That always looks good on paper until you realize that the living standards of the power structure are commensurate to those of wealthy people in other nations. A typical Soviet apparatchik under Stalin had no need for cash but would still have looked like the elite to anyone paying attention. There's only so much you can do to circumvent human nature.
