So basically the law is going to terminate freedom of speech and holding platforms liable for the consumers. Like the feds are trying to hold certain manufacturers liable for their products which could potentially bankrupt. A way to not unconstitutionally ban something but a loophole am I correct?

New laws are coming out that will hold social media sites responsible ( libel) to clean up what is posted ( racism. slander, abuse porn etc...FAST or face fines = $$$$$$$$$$$

It’s not. It’s an April fools prank. Everyone expect the joke to be on April 1 so nobody gets pranked by it. By putting it on another day, people will be fooled.
