I heard sad rumors that Yahoo! Answers will be shutting down on May 4th and that it will be permanent. Is this true? If it is, what are we supposed to use now to ask questions that is a similar platform like this site?

The banner at the top of every YA page indicates it really is shutting down (as of 20 April, no new posts).

A quick search of question and answer websites reveals lists of other sites of similar type. They're all run differently so individuals will decide for themselves if they like other site formats and rules, or not.

Yes it is official that the site is closing down on 4 May 2021 and from the 20 April the site will only be available for read-only.
I am sure that another question and answer site will appear once Yahoo Answers has gone completely, until then you will just have to use search and get the answers to your questions that way.
