stop talking to, seeing, text messaging, emailing, calling him etc...
Perhaps one more conversation where you tell him "look, this isn't gonna work out for us as friends, because you won't take NO for an answer when I tell you thats all I want - therefore I have no interest in hanging out (or whatever) anymore."
Then leave it at that, and don't reply to, answer the phone, talk to him, etc - He'll get the point.
