    Not necessarily, just a willingness to open dialogue.

    George Mitchell and his team achieved this in Northern Ireland.

    Bill Richardson achieved a dialog with North Korea.

    Peace does not have to mean flower garlands in the streets, it can simply be an improvement over what preceded.
