why would the government give a tax exemption or write off credit to people who have celiac diesease or gluten

My husband and daughter have celiac but we cannot get the tax write off without a positive identification via a sample taken from the small intestine. The problem is they were diagnosed through diet many years ago and to get this test they would have to go back on gluten to get the damage to show up. The tax write off is not worth them getting sick to prove they have celiac.
The wheat alternatives used to be very expensive. We spent $65/month to order in rice/bean flour and that was with careful rationing. Since then, we invested in a grain mill and make our own non-gluten flours. I can buy rice in bulk from our WalMart Superstore for a mere $6 to $12 per month. For a treat I might occassionally order in some potato starch which makes very light textured bread.

People with celiac disease cannot eat wheat, so they generally spend more buying special foods. Also any medical costs (medication copays, office copays, labwork costs, hospital visit copays) all are tax exemptions.

Ive never heard of that. I can see hospital bils as a write off, other than that I dont know
