Could someone break this down for me. Handicapped person: means and individual who by reason of illness.?

My son is mental retarded (mild)the transit bus company where we live said he can not have a discount bus fare because, as one lady put he you can walk to catch the bus. Or because he does not look like he is. So they say he has to pay the full fare. Now the vehicle code to my question is P.U.C.99206.5 This is what it says. any individual who by reason of illness, injury, age, congenital malfunction, or othe permanent or temporary incapacity or disability, including but not limited to, any individual confined to a wheelchair, is unable, without special facilities or special planning or design, to utilize public transportation facilities and services as effectively as a person who is not so affected. Now am I wrong in think my son should beable to receive the discount fare? My son also get SSI. Thank you

    I think he should get a discount for sure..what is happening to this world....retardation is a handicap mild or not...fight for this so they don't think they can get away with this....if we keep doing nothing about these kinda things what will become of this world?

    It says to utilize public transportation facilities...it doesn't say anything about a discount. Handicapped means someone who cannot perform the usual, everyday activities.

    It sounds to me that you're just trying to cheat the system. Your son is mildly retarded, so I can see where she is coming from. Most people with children like yours try to tell the world how good their child is doing and that they are like everyone else, only a little different! You should have more respect for your child! Shame on you!

    He should be entitled to a discount in my opinion, if, you have something from a Doctor to state he is Handicapped, also, The SSI alone should stand. Call a local Judge, and tell him you feel your son being discriminated against, and you want him to clear this up. Tell him you have proof. Some judges, if, they any American at all, will make a phone call. You not have to go to court or anything, just a phone call. But, not sure how it is where you live.

    he definately should get a discounted fare or a pass.. talk to someone in the buslines office about this....or if that don't work talk to your congressman. you have rights.
