I don't think he would be. Although I have a friend who is deaf, and she doesn't like it when terms like "to speak out", "to be heard", and "to voice your concerns" are used, for obvious reasons. It's upsetting to her. This is something that will be reacted to very differently depending on the individual.

Stevie has been an entertainer extraordinaire for decades..He is quite aware that the greater part of civilized society is sighted. Why would a statement of this sort upset someone of such stature? And I'd lay odds, this is not the first time he's been told that...

No insult because "seeing" is a figure of speech (read: colloquialism). Given Seacrest's respect for Stevie Wonder, I doubt he meant anything degrading.
