Can artistic creativity be learned?
I cannot seem design anything well. I really enjoy playing with photoshop and doing web designs but I seem to be incapeable of creating anything that doesn't look bad or at least awkward. Is there some way to learn to create appealing graphics designs?

Sure it can. Not all art is well polished, and art that is of the highest quality is only created through practice. Almost constant practice...
Not saying you should practice day and night... just find some tutorials, a couple of books, and keep on trying.

There is a book by Jason Alster " Creative Painting for the Young Artist".

Art composition is what you are talking about and yes it can be learned. Try your local community college for classes or go to the library and check out books.

if you have the idea and its original, in time with inspiration from above , you can develop an artistic style. Patience is a virtue that must be part of your development. hast makes waste. Ive been there too
