Why does my dog lay on her back and pee?
When she doesn't want to go outside, or let me leave for work, she will lay on her back and pee. Seriously. It shoots up in the air and goes all over her and whatever surface she is on.
I'm not mean, I don't spank or yell, and keep as much of a routine as possible. AAAaaaagh what do I do?

This is called submissive urination. It's basically her way of saying, "Don't hurt me, pleeeeeeeze!" -- not that you would hurt her, but if you're frustrated with her, your body language shows it.
Bet she does this when you're bending down to pick her up? Your body posture is dominant, hers is submissive.
Rather than picking her up to put her out, or put her away so you can go to work, try to get her to do it on her own. Speak in a happy voice as you walk toward the door, and call her with you. Use a really yummy treat, something she doesn't normally get. Chances are she will follow you outside because (A) You're walking away from her, rather than chasing her or moving toward her, and (B) You've got something yummy.
Once she takes herself to whereever you want her to go (outside, whereever she stays during the day), praise her quietly and give her the treat.
I say praise "quietly" because chances are she's the kind of dog who submissively urinates when she's excited, too. :) So don't get her overhyped.
I have a little dog who does this same thing whenever I go to pick her up. Very trying, sometimes!

Honestly if you don't do anything then she'll never stop that behavior b/c she'll think its okay. You have to let her know it's not okay....I don't believe in spanking or yelling. Honestly dogs respond a lot better to positive reinforcement. My dog, he's a Dachshund, used to pee whenever I would come home b/c he'd get so excited about me being home. So I just didn't pet him for the first fifteen minutes that I was home, then I would acknowledge him by petting him and if he didn't pee he got a treat....but if he did then I would tell him in a stern (NOT YELLING) voice that that's a no no and he's a bad boy. He caught on very quickly, and now as soon as I'm home I can pet him without being squirted by his pee.

Just keep on trying to get her to go outside. If that doesn't work, see a trainer.

Because she is scared of you, so she wants to pee on you to get away? OR she just likes the smell of pee on her belly?
