Yes; there are potentially several reasons why a person wouldn't know his or her real date of birth. In some countries, governments don't keep very complete records. Children are orphaned all over the world, of course, and might not have any adults around who remember when the children were born.
There is, of course, a weird phenomenon that occurs when someone is born on February 29th. Although s/he knows the date of birth, the way that one measures age is complicated, since s/he only has a birthday in leap years. In Korea, people count age differently than we do in the West. When someone is born, we think of him or her as zero, while the Koreans would say one. When the year changes, one adds another year, instead of adding a year on the birthday. So, everyone in Korea is actually a year or two younger (in Western terms) than they say they are.
But, back to your original question: I think that it is possible to have a judge declare a date of birth that one could use for any legal reason whatsoever.

I dont know anyone but that would suck. I saw it on some shows that people were adopted and didn't know anything about themselves relating to where they were from what illnesses they might have who there parents were and how old there are. My advice would be just to keep the age you have now. If you were adopted they probably gave you new parents an age your around keep that age. And you probably have a birthdate too. I would just live with it.
