    Volkswagem was an idea that was initiated in the early 20th century (give or take a little) by the inventor of the Porche car. However, the Volkswagen as we know it today (a car for the people) was really placed as a top priority for Germany by a little man with a moustache (also know as Hitler) in the 30's.
