It depends on where you are -
If you are in the USA and want to learn American (versus English) then you probably need Webster's
However if you are in the rest of the world, or in the USA and want to learn English then Collins is as good as any.
I'm not being catty or anti-American, as anyone will tell you, the spellings are different for a start as are, in many cases, word usage and word meanings.
The spelling problem arises in part because Noah Webster who volunteered to produce the first Aamerican dictionary could not spell very well, ergo if he wrote the dictionary then everyone would spell words his way and he would no longer be in the wrong.
For example, he advocated removing double letters claiming that the context would tell you the meaning but how would one get on with:
"This telephone conversation is being taped" or
"This telephone conversation is being tapped"
