BECAUSE THOSE AREAS MIGHT HAVE HIGH HILLS WHERE THE CLOUDS HIT HARD AND RAIN .MIGHT BE THE LOW AREAS AND FINALLY DUE TO CLOSE TO SEAS

because some areas were covered with water at one time, and even though the water receded those places are just dry water ways so when it rains it is like the place where that was covered with water is re-filling

because in some areas it has lower elevation and places where water can't flow so it's stays there
