If Yahoo answers keeps on saying "answer another question" why do they have an answer limit so you can't?

Well, if you keep reaching the limit, you'll get more points. As you accrue points, you move up in levels. Once you reach level 6, you can answer an unlimited number of questions, as well as ask, vote and rate.
So it's just a matter of perseverance!

You're level 2. They want to make sure that you (being newly involved in Yahoo Answer) aren't here only for the points and going from one question to another grabbing points and not answering anything. They want you to be dedicated. And anyone who's just here for points will grow tired and bored with this and quit it. Which is fine with Yahoo and anyone in here actually trying to help. It's just a hurdle. Once you hit level 5 you're all set to answer to your heart's content. See you there.

i didn't know they had a answer limit but i guess they have it so you have to eventually ask a question to answer more questions or else there would be no reason for the web site if you had tons of answers but no more new questions.

because they want you to become addicted to their thing so you'll keep coming back, and also the answer limit makes you want to answer more and get more points so you can answer more tomorrow...
