Electrical code question about locking a service disconnect on.?

Is it legal to lock a local service disconnect on? If not where is the code in the NEC book.

Update:

I am talking a local service disconnect for a machine in an industrial environment.

    Article 225.32 Location NEC 2005. The disconnecting means shall be at a readily accessible location nearest the point of entrance on the conductors. There are exceptions listed afterward since you didn't designate whether is was a dwelling, apt., home or business. Hope this helps.....It may fall under a local code covered by the fire dept., since they may have to cut power to protect themselves
