Electrical code question about locking a service disconnect on?

Is it legal to lock a local service disconnect on for a machine in an industrial environment? If not where is it in the NEC book.

    Industrial aka commercial? The lock is designed to "lock out" service in the event of machine failure or maintenance. It is not designed to lock "on" and in such case may propose a safety issue. NEC covers the location and construction of the electric service, not the use. You need to contact OSHA for this. If it were possible for someone to get SHOCKED OR CAUGHT IN THE MECHANISM OR OTHERWISE A SITUATION COULD HAPPEN THAT SHUTTING DOWN THE MACHINE WOULD SAVE LIFE OR LIMB OR OTHER HEALTH FACTOR, REMOVE THE LOCK BEFORE OSHA SEES IT.
