There are lots of stocks you can buy directly through the transfer agent (for example, Computershare, formerly Equiserve) without having to pay any fees or commissions. Even your initial investment can be purchased directly from the transfer agent without a commission. Some of the stocks include:
AEP
Aqua America
Bank of America
ExxonMobil
Lowe's
Pfizer
Progress Energy
etc.
Go to the following link:

click on the link that says No Optional Cash Fees, and scroll down looking for the ones that say Enroll Now on the right hand side.

There is a way to do this but in order to do it, you must first purchase some stock through a stock broker and pay a fee. The method involves purchasing stock directly from the issuing company. Not all companies allow this but some do. Normally, it can be done through dividend reinvestment or by purchasing a minimum amount at a time, at least $50. One such company is Ball Corporation. There are many others. But in order to begin, I believe you must already be a stock holder in the stock of the company.

Scottrade or go through VanGuard. You will almost always pay a fee but these are the two lowest that I know of.
