Harry Truman said it best, "The Buck Stops Here" on the desk of the Oval Office. Bush is a master at passing the buck, shifting blame and avoiding anything that he should be responsible for. He has done it his whole life (like many spoiled brats do) and could never even come to terms with his own personal failings such as his alcoholism. Instead he ignores the problem, or blames someone else for it. If neither of these works he tries to distract attention away from himself by doing little annoying things, like starting wars with other countries.

Are you sure they're unworthy?
Consider that Bush rewards loyalty over competence. He also surrounds himself with people that tell him what he wants to hear.
Case in point: The "Iraq was building weapons of mass destruction" lie.
Bush ignored all the doubters and skeptics in regard to the validity of Iraq's WMD programs. He cherry picked data to support his case for war against Iraq.
Secondly, his administration could not come up with a case for the war, and WMD's became the agreed upon reason for going to war with Iraq.
Go back to 9/11. In August of 2001, Bush received a memo that stated Bin Laden was determined to attack. Bush was on his vacation and ignored the memo, as did his staff.
There was not one single Iraqi involved in the 9/11 attack. Yet, once Bush decided that Iraq was a military target, he and his administration began to pump the rhetoric for war with Iraq. (19 of the hijackers were from Saudi Arabia.) There are sources that were in Bush's administration before 9/11 that claim he was planning for war with Iraq from day one.
So, when Bush decides on something his administration follows suit. Those that follow along get promoted. Those that question or disagree get fired, or in Ambassador Wilson's situation get punished.
This is one of the nastiest administrations in American history. I think the main reason is due to the fact that Bush wants to run government like a corporation, not as a government.
This being the case, one should look at his record of running businesses into the ground.
So in his mind, his advisors are not unworthy due to their loyalty, toadying, and sycophantry. It's just that in the mind of Americans that his administration is unworthy.

No, his "blunders" usually fall in to one of two categories. They are either things that later turn out to be good for the country or things that other presidents have done. The items that fall in to the second category are forgivable if and only if they were committed by a Democrat. This happens because the media is no longer the watchdog of the nation, but the lap dog of the left.

I would say it's a combo if him being incredibly stupid and malleable, thereby giving his advisers the advantage of taking over an inept mind. His advisers are power hungry men who are extremely greedy. They've never achieved enough wealth in their minds (although they are extremely wealthy) power (well I think they have some other syndromes to make up for) or really, bottom line ultimately RESPECT... No ONE has ever RESPECTED these old men who are leeches on America, and they're using this war to measure their...um.. worth. So I think maybe someone needs to get a tape measure and measure their..um..worth

Bush's blunders are...caused...by a combination of ill...advise and the lack...of being able to...string more than...three or four words...into a sentence without...pausing. To a non American, it make him sound like an idiot.

Ya basically becuz it not all his choices
