Need the HTML coding to keep a graphic at the top of the page as users scroll down the web page?

Im hoping not to use Java or a special application to do this. Im sure HTML coding provides for this. I also think frames play a role in this. If it does involve frames I would assume an ugly line would not separate my graphic staying at the top and the rest of my web page.

    You need frameset of two horizontal frames. Top frame will contain your graphics and bottom one will link to your scrolling page. To learn more about HTML elements, go to W3C
