That site didn't work for me... are you sure it isn't a scam?
Okay, a second try and now it seems to work. A quick check of WHOIS shows the site registed to Boling Jiang in Overland Park, Kansas. Not sure what his business model is, but it sure seems like a very good offer. But you know what they say about things that seem too good to be true...
Back again with another edit... I noticed several typos on their home page, and slow response in clicking on links. The forum wouldn't open and their FAQ link returned an error. The bottom paragraph says, "So What's the Catch?
There is none! You only have to follow our guidelines and we place a small collapsible text banner on your page. That's right, only quality web hosting and reliable servers! Sign up today for some speedy hosting!"
A search of Google only showed a few hits for sites on their servers (scsc.3000mb.com was one) but it didn't show a text banner as far as I could tell.

There has to be no cost whatsoever. No bills at all. Ever. I'm only 12 and have no money. I also don't wanna ask my parents for the money so everything has GOT to be completely and utterly free. No myspace, xanga, facebook, etc. I wanna make an actual website. Thanks.

link works for me, i gonna have a look around, seems too good to be true..but would be PERFECT if they gave away REAL domain names too.
