Why can't I vote for my favourite answer?

When I go to a question that is "In Voting" and all the answers show 0 per cent, so no one has yet voted, why can't I vote. What has changed, I used to be able to.

    Another Scam to make sure the current leaders aren't taken out by the same tactics they used to get to the top.

    Maybe the system hasn't looked at your vote or something. There are a lot of people online, but I'm really not sure.
