Depending on how long the paint has had to cure out, you might try placing towels over the paint and then soaking them with cider vinegar for a day or two. You will need to keep the towels coverd for the time its soaking so it won't dry out and replenish the vinegar as needed to keep it wet. The soaking will soften the paint to where it SHOULD be able to be washed off. If this doesn't work then the paint is well cured and the best bet would be to use a power washer with a straight stream tip and a minimum of 2500 psi. Beyound this, the only only products that will completely remove curred paint will also etch the concrete (this would be a bad thing). For some paints - paint remover followed by a power washing will do the trick if it hasn't soaked into the concrete. These are some of the tricks I use in my construction. Hope it helps.

PS - Be carefull of paint strippers though as most of these can kill gras and shrubs.

    Clean Paint Off Concrete

    Answer from ask.com:

i tried peel away on my painted concrete porch and it did not work very well. you have to go with the strong stuff methyl cloride especially for the last layer on the concrete itself which will have to be wire brushed while the paste is still wet then power washed off. this may take two or three applications of paint remover. several products (semi paste) like strip x and rock miracle by the gallon will do the job . be careful..... it burns ..wear gloves and goggles

    AND...

There are many paint strippers available. For safety, I suggest Citristrip. Check out their web site for more info at www.Citristrip.com.

The more powerful strippers are methyl cloride based and, while stripping outdoor concrete would seem to be a fairly safe usage for the methyl chloride strippers, you still can have problems with the residue. And I do agree that with some of the paints that could be on concrete stairs methyl chloride based strippers may be about the only solution, I would sure try the Citristrip first. Follow the manufacturers instructions and safety precautions exactly with any of these products. They can be really dangerous.

Try a hair dryer or heat gun to warm it up and use a stiff nylon or bristle brush to brush up the softened paint. You could also us acetone to dissolve it but the problem is that concrete is porous and any liquid you put on it will soak in, carrying the pigment with it. The heat might work best because this will simply soften the paint, not reduce it to a liquid.

I've always used a high pressure nozzle for the normal garden hose, it'll act like a pressure washer, and won't cost as much as renting one. I have one that has 5 of 6 different settings, and there's a needle one that works like a dream... just don't spray anyone with it, it takes the dye out of jeans :D

I use a power washer and it is great.
