America did not vote for Arnold as governor, only the state of California voted for him.
As for why this couldn't happen in Nigeria, I am not sure what you're talking about. Do you mean because he isn't a native of America? He IS a citizen of this country (imagine, he went through the process the LEGAL way!) and as such, the only position in this country that he cannot hold is President, due to our Constitution.

Governor Swartzeneggar was elected because the people of California were not happy with the current state of affairs and he was able to convince more people that he had a better plan than the other candidates. However, having a plan and being able to implement it are 2 different things so the end result is not yet known. People born in other countries are eligible for some political offices in the USA but not for all. For example, it is my understanding that it would require a constitutional ammendment for him to run for President.
