Consider the intelligence of the average person. Then consider that half the people are more stupid than he is. And at least half of them would be in jail. The overcrowding alone would make such a law impractical.
I have a better solution. Just remove all the warning labels, and allow nature to run its course. :P

Should you be illegal? Should the helpless, the handicapped be illegal? Should the elderly and the slow ones be illegal? Should those with an IQ of seventy and under be illegal? Should those who ride the short bus be illlegal? Should the stupid be illegal? Should you be illegal? No.
