Kick him in the *** and then take your most rancid pair of socks and shove 'em in his mouth...tell him you'll do it everytime he moons you...
If that doesn't work, then get a camera and take a picture, threaten to post it on the web if he doesn't stop...don't really post it though, you don't want THOSE problems...

A squirt gun filled with ice water should do the trick LOL that will get his attention. Also he will have to excuse himself from the fun to go dry his hiney off. That should cure him!

Tell him nice butt or nice moon, maybe he will stop when he knows he's not getting to you anymore. Little brothers really are a pain in the butt. lol
