How do I use built-in effects in Adobe Premiere Pro 7?

I'm trying to create a video uusing Adobe Premiere Pro 7, and can't figure out how to use the built-in effects that come with Premiere. I've found the menu, and can see all the built-in effects, but can't figure out how to apply the effects to a clip. Any help?

    Make sure you have a clip in your timeline before we get started. Also make sure that your Effects pallet is active by clicking Window-->Effects.

    Twirl open Video Effects and find the effect that you want to apply to your video. Click and drag the filmstrip icon to the left of the Effect name in the Effects pallet onto the video in your timeline (not the audio). The video will become bold immediately before you drop the effect. Once it is dropped, you can edit the effect in the Effect Controls pallet by the monitor.
