You need to be in good shape. You can't selectively "zap off" a certain layer of your body; you have to EXERCISE and diet. Most people forget the first is really more important!!!
The back of your arms is one area that many women get flabby. This part of your body is known as your "triceps." Doing swimming is a good idea for an all-body TONER, but if you just want your arms you can do tricep dips (like a backwards push-up, maybe on an easier incline), use dumbells (and practice straightening your elbow against gravity), or use a triceps machine.
This book is great! I also got Weightlifting for dummies, which is obviously more focused on lifting. It helped me in sports and to improve my general fitness.

Lifting weights will not get rid of "fat" in your arms. Sorry.
You cannot spot reduce or get rid of fat in one particular place. The weights will tone the muscles under the fat. Cardiovascular or aerboic exercise is the most important thing in losing fat.
However if it is just flabby that it is a different story and you can tone up those lovely triceps and biceps. (Triceps are the under part and biceps are those nice muscles guys are always flexing ;) )

Build up your arm muscles. Sounds simple, but it is. The muscle will burn the fat. This sort of thing takes time to go away. No quick fix.

Work out and eat well. A friend of mine still has "bingo arms" in spite of working out, but she didn't always eat well. I think you have to do both to be successful. Good luck.

lift weights or push ups

Do pushups, they will tone your abs and back as well.
