I used to live there! It's where I was born. The best loose leaf tea I've ever come across though is online (based in CA).

Many coffee shops also sell loose tea. Also supermarkets carry Twinings in tins.

try china town. there are tons of vendors that sell loose tea in cans, or try at the vietmenese stores/ supermarkets over by the italian market.
i usually go to the HOA BIN supermarket by the Italian market to get tea whenever i'm in philly.

There are great places down on south street that sell teas, health food, etc. I would look down there first.
