Cheap but good places to live, where?

oh ya, it should be warm all year around and with in an hour or so of the ocean.

Update:

Anywhere in the world is off interest but it has to be more than just a cheap place to hang out in. Must be warm all year around, close to the sea and offer a resonable quality of life.

    Fresno California or Ventura though Fresno would be cheaper $$400 for 1 bd starting
