My cousin is "non-resident" and "non-citizen" of usa. But he gets some revenue from US. (small at this time though)
As a honest taxpayer he intends have more knowledge on income tax in US
1) What is the basic exemption amount in USA for "non-resident" "non-citizen" individual tax. i.e. upto what amount no income tax will be levied (tax-slab)?
2) In case his income is below the exemption limit, is it mendatory to file returns?

lol, I'm with Teri. I would say contact a tax professional in the state that he will be filing and they should have those answers, as state tax laws vary state to state. Sorry I couldn't be of more assistance. :)

He will need to file his tax using the form designed for non resident. I don't know if there is dollar amount under which he doesn't need to file. As far as I know, non resident or non citizen can't declare exemption. The tax rate for them is the highest. The best thing for your cousin to do is to consult a professional tax preparer.

Only citizens of the United States of America pay taxes to the United States of America.
Your cousin has to pay taxes to his country only.
