Can you get a summer work permit in california if youre not a resident?

I am visiting California for the summer and my 14 year old wants to work while there. Apparently in the state of California a minor must obtain a work permit through the school they are enrolled in. Obviously he isn't enrolled in school in California since it isn't our home state.

I have been to California's website instructing on how to obtain the permit, so please don't refer me there. :)

Does anyone know if and how he would go about working for the summer?

    Minors visiting from another state who wish to work in California must obtain the standard Permit to Employ and Work, and their employers must possess such permit. (LC1286 and 1299; EC 49160 and 49164) These permits may be issued by the local school district in which the minor will reside while visiting (EC 49110).
