Yes and No. It depends on what corrective programs are there for the inmates. Just keeping people in a jail and not having some form of such programs will not help but may be counter-productive. Most jails do not reform but make the petty offenders to adopt hard-core ideas. It makes them worse. The best way is to have minimal incarceration for petty offenses and replace with community service depending on the skills the offender has. This may help the offenders. Imagine mixing hard-core criminals with petty offenders in one room! The latter learn things that they should not and this is counter-productive. So in short, it depends on what variety of programs the authorities have for the offenders.

Necessary? Good question. It's the only thing that the government has come up with to "control" criminals, but not necessarily reform them. Our tax money needs to go toward programs that will try to make them better citizens in society in order to function properly among people. Instead, they have TV, work out equipment, visitation, etc... I believe those luxuries need to be earned by their behavior and testing how their mind works after so many hours of reformation. So programs within the jails are going to be the only way, I believe.

jails are necessary, they are more then just a correctional institution. They instill fear in society that says that if you break the law, your gonna pay the price. Just imagine what would happen if we just sent all criminals to therapy everytime they raped someone, jacked a car or sold drugs. Sure we MAY reform a few of them, but this isn't about those few. Its about society, if society starts to think that the worse case scenario for whatever crime they a going to commit is just a few months in therapi, then whats to stops them from not doing it. FEAR is sometimes a good counter-measure.

I dont really think that the jails in the united states reforms society... they feed them 3 times a day.. theyre in a cool place in the summer and warm place in the winter.. they have so many privelages... it isnt fair.. i honestly feel that the jails should be like the ones in other countries.. cruel....you may disagree but i dont feel that criminals get anything outta goin to jail.. most of them end up goin back.
