Calling all British citizens! Can you tell me?

I saw a commercial today that gave the trivia fact that in British legislature, the House Speaker is not allowed to speak. I hesitate to believe anything I hear on a commercial, so I need to know if this is really fact or just a lot of bull being fed to an uneducated US audience. So, is the House Speaker allowed to speak in the legislature?

    The Speaker of the House of Commons does not speak in debate, take sides, or vote, but can speak. In fact, his primary role is to call on members to let them speak and rule on points of order. It is somewhat similar to the role of the President of the Senate, pro tempore or otherwise.
