Does anyone work at the California DMV?
I am going to be registering a dunebuggy that I bought, it already has "special construction" title, however; it has not been registered in many years.
I have the pink slip and the license plates and the car with the VIN number. Will I have any problems registering it? I understand there may be penalties but will there be any other issues?

The process you will have to take depends how long it has not been registered. If it has been over about five years, and has "fallen out" of the computer system, then you will need:
1. Original pink slip (not copy). If you got it from someone
besides the name on the front of the title, then you will
also need a bill of sale from who you bought it from.
2. Current license plates.
---------- These first two parts can be started at the office, and
the fees paid (which if the vehicle has "fallen out" of
the computer, there will be no back fees), and then
you can get a 2 month temporary permit to complete
the rest.
3. Vehicle verification. This is done by either a DMV worker
or any qualified law enforcement (though if the officer
fills it out wrong, DMV will reject it and require a new one).
4. They MAY require a smog. This would be a problem since
this is a special construction vehicle. Ask about getting
an exemption from the B.A.R. smog referee.
If the vehicle IS still in the computer system, then there will be back fees and penalties. You will also still need items #1, and #4 from above.
