Does Y!Answers Team only pick certain people when adding them to friends list?

Or do you have to be at a certain level on here for them to accept you as a friend on their yahoo360 page. I'm just wondering because, I thought I'd seen someone say anyone can add them to 360 page.

    I'm not sure a friend of mine invited Yahoo! Answers and he told me they didn't accept nor declined.
