How do I get p2p apps to work in Windows 2000?

I wanted to use BitLord to download some of my friend's files but I think its blocked on my laptop at the minute. My XP computer it was easy to unblock as it just came with a pop-up saying that BitLord was trying to access the Internet and I unblocked, but I dont seem to get that option. I have install the program and go to pen the torrent, but there is no transferring/downloading happening

    Windows Firewall or some other installed firewall application is probably blocking access.
