Barney was created in 1987 by Sheryl Leach of Dallas, Texas. She came up with the idea for the program while considering TV shows that she felt would be educational and appeal to her son.

Sid and Marty Krofft were a product of the 60s and 70s. Their shows HR Pufnstuf, Sigmund and the Sea Monsters, the Bugaboos, and Land of the Lost did show the influences of the day.
