In World War II, Finland did not declare war on the United States, and the two nations remained at peace despite the fact that Finland was at war with both the Soviet Union and Britain (the British declaration of war against Finland was only a formality).

Despite the embargo and all the posturing, I think most Americans have decided that only Cubans have the right to decide what kind of government Cuba will have. As Castro is not an inhuman monster like Saddam Hussein no matter how badly one thinks of him, he will stay in power until old age eventually claims his life.

Does having a declared war matter any more? So many military-like actions are carried out beyond the formal confines of a war, as police actions, peacekeeping, etc. In this case, I'm fairly sure that a declared state of war continues to exist between Cuba and the United States, but that just means that at any time bullets could start flying, not that bullets have to be flying at all times.
