Have had this problem before, I am a technician at a Ford dealership. One, make sure the shoes you got, match the original shoes in width, second, if you look on the back of the backing plate (spindle) there is a lever with a cable attached to it. This is the parking brake lever, I have seen the cable seize in the housing which leaves the parking brake on slightly, take cable loose from lever on back of spindle and see if lever moves freely, may not be releasing all of the way.

start out by leaving wheel(rim/tire) off put lug nuts on an tighten down, if un able to turn wheel then .. you have wrong brake shoes or brake drum.. check to see if drum is hitting backing plate, if not then wrong shoes...

sound like you got the wrong brake shoes make sure they are nearly identical in width to the ones you took off and if you installed new hardware make sure the anchor pins are the same lenght as the old ones

Do you have the right size rim on the tire? Is the bearing on the axle bad, causing the axle to grind? How do you know it is the brake giving you problems? E-mail me with more details please!!!!
